In each country, national correspondents evaluate all registered projects and choose the finalist project. Submissions for the next edition will end on October 20, 2018.

Projects must meet the following requirements:

- short animation, fiction or creative documentary;
- duration up to 40 minutes;
- the project must have part of its funding guaranteed by a third party (external source);
- the producer must be open to international co-productions (suitable design or co-production);
- filming or production should start as of May 2019;

An European jury composed by 3 industry professionals of different nationalities will then elect up to 13 projects to go to the final and present their pitching during the festival. The list of finalists will be announced to the winners by the end of November 2018.

Producers must submit their short film projects until October 20, 2018 to the representative of their country. In Portugal, the associated festivals are IndieLisboa and Curtas Vila do Conde.
